Resident Councils

Resident Councils and Resident Advisory Board

At the Washington County CDA, we believe that building community starts with empowering community members. To ensure that residents have an opportunity to get involved and be heard, we’ve established two resident councils. One represents the residents of the Whispering Pines community in Forest Lake. The other represents those in single-family homes or townhomes that are also a part of our housing network, as well as participants in the Housing Choice Voucher program.


Our resident councils enhance our residents’ quality of life by providing educational opportunities for the tenants of their communities or programs. Each council elects a board consisting of a Chair, Vice-Chair, and Secretary, and the whole board meets monthly to plan events. Board members are residents of their communities and serve as the council’s representatives to the Resident Advisory Board.  


The Chairs and Vice Chairs, along with a resident who serves on our Board of Directors, make up our Resident Advisory Board. This board provides strategic direction by reviewing and assisting in the development of our short and long-term housing plans.



The Whispering Pines Council meets the first Thursday of the month at 1:00 pm in the community room at 7 Northeast 5th Avenue, Forest Lake, MN 55025.


Single-family, townhome, and HCV participants meet the third Tuesday of the month from 5:30-6:30 pm at the Washington County CDA office.
