Neighborhood Stabilization Program (NSP Program)

First Time Homebuyer (FTHB) Programs administered by the Washington County Housing and Redevelopment Authority (HRA) vary each year depending upon program funding availability.

Washington County HRA is approved to provide HomeStretch for NSP participants.

 

HomeStretch Homebuyer Education Program

Any person(s) seeking first time homebuyer assistance is required to complete the HomeStretch Homebuyer Workshop. This is a 9 hour program that is taught either as an all day course on a Saturday or during three consecutive weekday evenings for three hour sessions. To register for the Home Stretch workshop in Washington County please call 651-458-0936 or click register online today. The fee is $30.00 due on the first day of the workshop. For workshops in other locations, please go to the Homeownership Center's website at www.hocmn.org and click on "Homebuyer information" and this will take you to a page where you can search for a Home Stretch class that is within the metro area and throughout greater Minnesota. After you have completed the HomeStretch class you may apply for the financial assistance programs described below.

The Washington County HRA is sponsoring HomeStretch Homebuyer Education Workshops on the third Tuesday, Wednesday & Thursday of the month starting at 6 pm to 9 pm. There has also been some Saturdays scheduled starting at 9 am to 5 pm. The schedule from February to June 2010 is listed below.

First Time Homebuyer First Mortgage Program

The Washington County HRA participates in the Minnesota Mortgage (MMP) with Minnesota Housing. This is a low interest fixed rate mortgage program for first time homebuyers. To qualify as a first time homebuyer eligible for MMP, you must:

  • Be a first-time houmebuyer (or have not owned a home the past three years)
  • Meet the requirements for income and home purchase price limits
  • Have acceptable credit.

Neighborhood Stabilization Program (NSP Program)

On September 26, 2008 the U.S. Department of Housing and Urban Development (HUD) announced the Neighborhood Stabilization Program (NSP), a new $4 billion initiative aimed at providing emergency assistance to local agencies to acquire and redevelop foreclosed properties.

The HRA received funds to purchase and rehabilitate single family homes in the target areas in the Cities of Cottage Grove and Oakdale. In addition, the HRA received funds to purchase rental units in the City of Oakdale.

Once rehabilitation is complete, homes are available for purchase by qualified buyers. A buyer's household income must be below 120% of Area Median Income (AMI). In addition, buyers must complete 9 hours of homebuyer training by a HUD certified counseling agency such as the Washington County HRA HomeStretch program.

Resale of the homes are restricted to selling the home to qualified buyers and/or repaying the amount of NSP funds in the home.
